Hello,
Are SAPScript forms a repository object? I am new to development tools and am trying to compare a copy of a form that is in the quality environment being tested with the version before it was changed. Is this possible?

Hi,
SAPscript don't behave like most repository objects, and don't have the version history you would find for a program or table. If you have an earlier version of the SAPscript in another system or client you can download the SAPscript as a text file and compare them using for favorite text editor. To do this display the form and choose Utilities -> Form info, save this file and compare with the equivalent from the earlier version.

No. SAP doesn't store the version of the SAPScript or Smartforms.
