what is the minimum supported system ? 46C patch level ???

I know that SAP GRC can work for back-end systems as of 46C. However, as of which patch level ?

I have looked into the notes that you've listed. However, nowhere the wording "SAPKB46C53" found.

For AC 5.3, however, it has been specifically listed in note 1133161. Here, SAPKB46C55 is required

Hi Sam,

on AC 5.2 you'll need for the 4.6c back-end at least SAPKB46C53.

Please also look into SAP notes 1000403 / 1000404 where the RTA intallation is described.

The patch levels depend on the version of GRC and the components you are planning to install. You will want to review the implementation guides for all components and OSS anchor notes to determine exactly which patch level you must be at for your implementation. You can find the implementation guides on the SAP Marketplace.
