Is it possible to CIF data between an R/3 Non unicode system & a Unicode SCM system ?

SAP_XI is not needed.
RFC Settings specify whether the Target System is Unicode or NonUnicode Compliant.
I would just like to mention that you will not have a Problem provided the data exchange is only in English and not part of the ASCII Character Set on the NonUnicode System.
If however you have Product, Location, Resource, PPMs, Lane, Descriptions in Non English Language (like Chinese Character Set) then you can expect to have Problems in data not showing up Correctly in APO ( assuming it is Unicode Compliant ). I have seen this behaviour.

It is very much possible. But Please make sure that you've defined the RFC connections properly between a unicode and non-unicode system.
Please use SAP XI to convert between non-unicode and unicode systems.
