In the sales order the only place where the custom fields are allowed is Additional Data B tab. You cannot insert anything in the Billing Data tab, unless you want to break into SAP's code.
If there are some standard fields that are not being used in your system, you may re-use them for your own purposes. This will depend on your requirements and will have to be carefully considered. It is not an unusual practice though.
