Intrastat - Traingular business process - Export declaration

HI,

We have one business scenario in intrastat for traingular business process.

So we have three EU countries involved. End customer country is Austria, order received plant country is germany and delivering plant country is France.

But when they do the intrastat declaration, they want to do the declaration with DE(Germany country) for this movement even though the goods physically moved from FR.

I have tried, it is not working. when i do the declaration system is allowing to do with FR only not with DE.

What are special configuration for doing this declaration.

Any hint leading to a resolution is highly appreciated
