SR11 - Change City - but Client 010 not modifiable

Hi:

We are running ECC 6.0 with the ISU module installed, and have just recently upgraded from 4.6C. In our old system, the business maintained the Regional Structure City, thru the use of SR11 in our production instance. Since the upgrade, they have been unable to do this. The error message we receive is "Client 010 has status 'not modifiable'

According to SCC4 our system settings are as shown below.

Client role P Production

Changes and Transports for Client Specific Objects

- No changes allowed

Cross Client Object Changes

3 No changes to Repository and cross client Customizing objects.

This matches what we had in our 4.6C environment, prior to upgrading.

Is there a way we can modify a setting that allows us to maintain the city within the productive client, without opening the Productive system?
