Instead try to solve it in a functional way, my suggetion would be you can schedule a job with very less frequency (for example 5 mins or 2 mins) for Report RQEVAI30 (Tcode : QA17).
This shall solve your problem without any extra developments and in a standard manner too.
Maybe you can explain your requirement a bit better?
Why would you bother creating the inspection lots in the first place? If you are not going to record results and you are making the UD at GR, then why bother with them to start with?
Further to your query, you cannot use BAPI or user exit as Inspection lot will only be generated at the time of Material Document posting.
You need to Trigger a Workflow after you post material document. So, logic will be a Workflow will be triggered as soon as you post the document and this will Post Usage Decision for material. You can use BAPI BAPI_INSPLOT_SETUSAGEDECISION in Program code of workflow.
