The terms varies depending on the context in which it is used.
-Development means developing something eg- developing objects.
-Impelementation means implementing something eg- implementing the developed objects.

Development deals with Individual object development as per the design/business requirements.
Implementation deals integrated with individual development objects.

In XI terms, development would be only the XI configuration part in SLD, IR and ID. Implementation would be starting from Analysis of the business process till its usage on the production server.
