problem when i am entering as sysdba

I am facing a error when i am entering through command promat as SQLPLUS

then system/manager as sysdba

error: Insufficient Privileges

what will be the reason .....while i am entering through only

system/manager

then it is providing SQL> but whenever i am executing *shutdown immediate * showing same error

error: Insufficient Privileges

please help me out

Reason probably is that you are using Oracle 8, as you stated in your question in 'SAP on windows' forum.
