If you are talking about vendor groups in vendor organizational strucure, it will get automatically created after vendor data replication from backend system.

No.
In normal scenario the ROS prospect supplier BPs are transferred to EBP after acceptance.
Then these EBP vendor BPs are transferred to SUS to create supplier BPs in SUS
the linkage in maintained in VENMAP table of target client
But you can do selective transfer from source (eg EBP) to destn (eg SUS) client
so need not to be same
