What is Class/method to upload Interactive form from URL into InteractiveForm UI element in WDA?

We are trying to design "Vendor payment request" which will allow Vendor logon on the portal and fill out Payment Request Adobe form.
Then Fiscal Tech will enter Approvers names on the form and into Z-table. Then Workflow will read z-table and take the form from Approver to Approver to Approver. The final step in this process is to create Invoice Parking document in SAP after the form is approved by all approvers.
We thought that right after Vendor created the form - the form will go to C-folder so it could be seen for Finance people even it is not aproved yet. Then the form could be retrieved from there, edited and sent back.
Now that you said we need Web services for this scenario - we are not sure if we will be able to implement our scenario.
Could you please give us your thoughts the best way to implement this process? May be we shouldn't use c-folders?

This will be URL on the portal server.

How is this URL exposed? Is this a Web Service? You can call a URL acting a like a browser from ABAP using the CL_HTTP_CLIENT class. However I saw in one of your other threads, that you also want to put this PDF document back to the URL when you are done editing it. You can't really just push things to a URL. HTTP isn't like a file server - it follows a Request/Response cycle. That is why normally you would have a Web Service for these kinds of operations.
This is Adobe Interactive form created in Livecycle designer thru SFP. The form has ZCI layout with XML based interface generated from WDA.
The form needs to be uploaded from URL without User action - meaning programmaticaly.

You can use FM 'SSFCOMP_PDF_PREVIEW', to show the form in intractive form UI element.
Before that i want to know, is it smartform or PDF form from hard disk.
If it is a smart form then call the smatrform function n get JOB_OUTPUT_INFO table from that get "otfdata" sub table and pass to above FM.
