Versions are prepared by a CO consultant as it falls under controlling.
Usually you use version 0 for planning purpose. If you wish to plan values against different version at IM program level, you need to mention this bit in configuration ( Path: Investment Management>Investment Programs>Planning in Program>Versions>Assign Version to Approval Year or Program Type)
Usage of versions while planning in IM can also be restricted using authorisation levels. This restricts users using version during planning.
