I ran rz70 to populate SLD with info. Worked flawlessly.
However, the IP address being sent to SLD is the internal IP (dual NIC machine),
and not the external.
So now, when creating JCo desinations, the metadata connections pick up the unpingable internal IP, from the SLD.
How can I force rz70 to send the external IP instead of the internal IP ?

The IP in the SLD is not used.
Instead the IP of the logon group is used for JCo desinations.
Use tx smlg to specify the IP of the publicly accessible NIC, in your logon group.

Daniel,
I'm in the process of investigating several workarounds, so I'm not sure if I have a solution yet.
Please post your specific question in a new thread and I will post a list of possible workarounds.
