That is a documented limitation of the fileUpload UI - from the online help:

This is actually a browser limitation so SAP has no control over it. However in the upcomming NetWeaver Enhancement Package 1, there is a new ACF based UI element for performing uploads and downloads. Because it is active control based (Java Applet), it isn't restricted by the browser. It allows for named downloads as well as mass uploads and downloads. It is controlled by a security whitelist, so applications can't be used to access just any directory on a PC.
