I have a question, if I don't have stock in the plant, then also I have to do PGI? can someone clarify my question?

No it is not possible to do PGI when stock is not available in the plant. Either you can create stock via MB1C / 561 movement or mi10 and do the post goods issue.

I forget to add that the suggestion is applicable for normal sales process. However, if you enter item category TAX manually in sale order, then you can do post goods issue. Of course, for this, you should have maintained proper copy controls.
Alternatively, in VD51, for the customer and for a material, there is a field [Item Usage] If you maintain [PSHP] then you can do post goods issue even stock is not available.
