HI,
Mobile Infrastructure Perspective is , majorly, used for Backward Compatible App Dev.
Please ensure that your $IDE_Installation_Path\plugins contains the following folder com.sap.ip.me.mdk.developmentTools.
In case you are interested in new App Development using WebDynpro Java, Kindly follow the document at link
http://help.sap.com/saphelp_nwmobile71/helpdata/de/b6/0f5c4a07cd4bcdb58598760cb27766/frameset.htm.
Once done, you can either change the workspace or create a new dev track for the mobile related perspective to load.

Hi Victor,
Now you have it with different name. Go to Windows-> open perspective -> then i think its named Mobile where in you find two types again. One for the handheld devices named "Mobile applications for handheld" which opens OCA(ocasionally connected architecture based on eswt) perspective.
The other one is for laptops named "Mobile applications for laptop" which opens for developing laptop applications based on webdynpro technology.
If you want to still develop old MI applications then there is a provision for that too as a part of backward compatibility. I think the name is Mobile Infrastructure perspective or when creating project chose new MDK project. I think one of them works.
Hope it helps.
Best Regards,
Siva.
