I appreciate you for posting the issue, but try to give more details when you post a message. Its difficult to understand your exact requirement from the details given by you. Every requirement is different from project to project. So, whenever you are seeking help from others try to provide more information like,

- which version you are using

- Which tax determination procedure you are using ( TAXINN of TAXINJ )

- In which trasaction you are getting this error?

etc...

We are using 4.7 version

we are TAXINJ tax determination procedure

In that error after billing VF02 tcode i will release the billing document

that error occur
