The possibilities here are almost endless. First of all, check STAFO field in VBAK/VBAP. If it's blank, then no SIS updates will be carried. This field is populated based on the configuration and "statistics" field in the customer and material master.
Also check if there was an update termination for this order - transaction SM13.
