how tickets will be given to sd supporting consultant?

company generally uses a third party tool in which tickets are assigned to the consultants
process
clients raises a requirement , in the form of a documne t
the requirement is tracked and a ticket containing the complete requirement is created .
this ticket is assigned to the support consultant depending upon there availabilty
