What tablespace should the table OPS$<SID>ADM.SAPUSER be in?

It is now in tablespace SYSTEM.

Shouldn't it be in tablespace PSAP<SID>?

This is a tiny table with one record and sits outside SAP<SID> schema. SYSTEM tablespace is fine.

Placing non-system tables in the system tablespace doesn't seem correct????

Yes, your are right. From a purist's view:

Placing non-system tables in the system tablespace doesn't seem correct!

However, SAP doesn't strictly follow this rule; install routines often place table SAPUSER in the system tablespace. (I don't know if this is true for all versions of all products of SAP.)

Like Nisch, I think there is no problem with this.

But when I do a system copy, e.g. from Prod to QA, I have to create a new SAPUSER table anyways, and I usually define PSAP<SID>USR as default tablespace for the new OPS$ user.
