With the transaction SMQ2, You can see that queue status = "SYSFAIL" and those messages.

Try to go for the Queue in which they are queued i.e use transaction smq2. And try to delete the LUWs there.
please schedule the follwing repots in the back ground for cancelling messages.
RSXMB_CANCEL_MESSAGES - CANCEL THE MESSAGES WITH ERROR.
RSXMB_CANCEL_NO_COMMIT_MSG -CANCEL THE MESSAGE PROCESSING FOR MESSAGES WITHOUT COMMIT
RSXMB_CANCEL_NOT_RESET_MESSAGES - CANCEL XI MESSAGES WITH ERROS THAT CANE BE RESTARTED.
Plese use the folwoing reports to delete the messages.
RSXMB_DELETE_ARCHIVED_MESSAGES - DELETE ARCHIVED MESSAGES
RSXMB_DELETE_HISTORY - DELETE/COPY HISTORY ENTRIES FOR PROCESSED MESSAGES
RSXMB_DELETE_INFOENTRIES PROGRAM TO DELETE INFOR ENTIRES
RSXMB_DELETE_MESSAGES DELETE XML MESSAGES FROM PERSISTENCY LAYER

do u say the same message with EOIO occurs more than once for processing
