You ned to have a valid "S" user account to access sap notes. The web URL is "https://websmp208.sap-ag.de/notes". Here you will find an option to enter SAP note number or free text.

for searching the note go to: https://websmp106.sap-ag.de/notes -> Search for SAP Notes
In the selection screen choose the:
- Application area SRM-EBP*
- Restrictions -> Restrict by software components (only experts) Here you can restrict the search result by your release, e.g. if you have SRM 5.0, SP11, than you have to fill the release data like this: SRM_SERVER 550 550 SAPKIBKT11
