Use T-COde OVKG, Got o new entries and Enter data and save it.
That entry will come in XD01 next time you will create customer.

The path to define the city codes is as follows..
SPRO- SD- BASIC FUNCTIONS- TAXES - DEFINE REGIONAL CODES ( city codes).
Pls reward if u got the solution.

Are you taking about Juridiction code
If yes you can define juridiction code through this IMG path
SPRO>Financial Accounting>Financial Global settings>Tax on sales /Purchases>Basic settings-->define tax juridictions.
If not Can you please give us more details

Though I'm not sure, I remember that CIty Code is there in General Data - Address tab only. Please check.
