Sizing of SAP Solution Manager

I would like to know the answers for the following questions regarding the Sizing of SAP Solution Manager:

What is the explanation/definition of the following terms?

Low activity users

Medium activity users (two dialog steps/min.)

High activity users (10 dialog steps/hour)

P.S. I would like to implement ChaRM functionality.
