Try these:
Run the report RSXMB_ACTIVATE_ICF_SERVICES from SE38 and try a restart of the J2EE engine after that.
Check in exchange profile : com.sap.aii.rwb.server.centralmonitoring.httpport should be your http port.
In transaction SICF check if your service defaulthost/sap/bc/bsp/sap/alertinbox is activated.

changeProfile, edit http port for ABAP, host name should be full including domain.
and restart server.
