Hi,
Here in my sap system time and DB time are showing the same time i.e. UTC (this is for DEV system)
but when user is trying to run some job getting the error:
TZ1 The System's Time Zone Cannot be Determined. Enter it Using STZAC.

When edited in STZAC and entered the values as UTC for both
System time zone & defalut time zone, and it has prompted for the new transport request to be created.
I have created the trans req and released it.
but still getting the error.
when looking at SPRO what modifications need to be ..?
Please shed some light for this issue.

SAP note 667169 seems to describe exactly that symptom and the customizing transaction required for the customizing.
Searching for the message number is often most usefull.

As per the note: 667169, even I have checked for STZAC & STZBC, here the all the entries are correct
and are included as well(when I compared these values with the other system in my landscape)
Problem is only with the DEV system and rest all systems are fine.
Here the customizing settings are not at all missing ie in STZBC and even the cross client settings
correctly defined ie. UTC in STZAC.
So any idea how to go about.

although you might know that already, I summarize:
The above mentioned error could have different causes:
- no system time zone is defined in Customizing (transaction STZAC).
- the system time zone set in Customizing (transaction STZAC) is not
defined as a time zone in Customizing (transaction STZBC).
- no time zone settings are available in the system.
Check from your system log in which client the error comes up .
When you do this, make sure that although the system time zone
is cross client, that Customizing settings for the time zone are
client-specific.
So please have a look at the TZ-customizing settings in that client.
If necessary you can maintain the time zone data with the report
ZZTZCUIM mentioned in SAP Note 198411 in that particular client.
