I do not want to allow Billing doc (VF01) to be created without PGI.

how can I config it.

Without doing PGI, you do not get document number.

So what document number are you entering to create your invoice in VF01.

Your clarification would help in providing some solution.

Without doing PGI, you can create Proforma (document type F8) but commercial billing document (F2) cannot be generated. This is a standard SAP feature.

Hello,

If you are using delivery related billing, then system will not allow you to create the billing document unless the PGI is complete. Thi is a standard SAP behaviour.
