DeployProxy web service not there

Dear Experts,

I have PI DEV, QAS and PRD Systems NW04s Sp13

in DEV i have DeployProxy WebService but in the other systems it is not there.

now i want to use the CTS+ to transport the Rep and Dir objects from DEV to QAS, i'm following how to guide and there it is mentioned that

DeployProxy should be there

So my Question is

Should this service be in all systems or it is mandatory only in DEV?
