Does anyone know where the options are (or how) to change the destination of the new application data set?
The disk partitioning has insufficient space to support a test instance. Moving the partition boundaries in the disk manager (windows server 2003 is an option but I am concerned also about corrupting the production partition.

You are now facing an unwanted situation since you can not split the installations into e g:
C:\usr\sap\PRD
F:\usr\sap\TST
In Windows 2003 you have support for mount disk to a specific directory so you could have one disk as C: where the PRD system is located and then mount another disk to C:\usr\sap\TST.
I only heard about it and I don't know how it works in real life.
Never try to install a test system on the same server as the production system.
In an windows installation you have two shares
SAPMNT pointing to the public installation directory of SAP
SAPLOC pointing to the local installation directory of SAP
This means that on every Dialog Instance (Application server)
you got SAPLOC and then one central SAPMNT
where the startup, instance and default profiles are located.
Usually the SAPMNT is located on the Central Instance
Meaning: Hard to split them - don't even try
