Budgeting is done only for WBS elements, never for networks.

You can do budgeting with overall project cycle OR annual budgeting.

Buegeting has availability control attached with it which controls and triggers a warning or message when ur expenditure reaches say 90% or 95% of budget.

Once you budget ur WBS elements, you cannot change wbs element level (from level 2 to 1 etc)

I think it's safer to do both annual budgeting and overall budgeting because some reports do not record the amounts being entered.

For instance, CN41N doesn't reflect the amount entered at CJ30; instead, it only shows the amount entered at CJR2.
