I have installed Solution Manager 4, ABAP only,
I need to implement Service Desk and CCMS ( soultion manager as central monitoring system ,CEN),
Do I need to install Java with ABAP ?

There is no possibility to just install "SolMan ABAP" - Solution Manager is always a combined ABAP/Java instance.
