Hello world,
is there a way to define an access to report variants per user?
I need something like this:
Users a, b and c can call the report ZTEST.
The report ZTEST has the three variants a, b and c.
And user a can only see and use variant a, user b can only see and use variant b, user c can only see and use variant c.

You can create 3 Report Transactions with SE93 (2nd option):
You fill in report & variant and the new transaction will open with the appropriate variant selection. However, the other variants can still be chosen.
If you really want to restrict the user form seeing the other variants you could use transaction SHD0 to hide the 'Other Variants' button.

set it up using pfcg. on the menu-tab you add 'reports' and make sure you extend all the sub-windows on the appearing window. you then add the report-name, the name of the variant and let pfcg generate a transaction name or -if you prefer to do so- create your own transaction name. maintain, save and generate.
repeat for the other two variants. of course, you end up having three different transactions but the setup via pfcg is much easier (imho) that using SHD0 ... SE93 ...
