hi,
should SE03 be given to developers or consultant ? because i find that they can actually access to "client setting" (SCC4) from SE03.
SE03 --> Set System Change Option --> Client setting
comment and advice will be highly appreciated.

More or less SE03 is effects system security, from client administration to system change options. For developers, it would also enable them to unlock objects from any unrleased requests.
About consultants, you have not mentioned, what consultants, this transaction in particular should be assigned to a Basis consultant.

Personally, I would be very careful to provide access to this transaction. SE03 allows you to change the system change options which provides the ability to set different parts of the system to modifiable or non-modifiable (similar to SCC4).
