In SD can we create sales employee? if yes then how ?because I want to generate a report for sales employee wise .how to do the configuration ?

Employees of a company are maintained by CRM / HR section.
Once they are created, you could assign them in partner function.

Create the employee as a partner function and assign this partner function to the partner determination procedure.
