Hi,
I want the system to generate PO number/Order number in the following format
0805xxxx
where 08 is the year, 05 is the month and xxxx is the number between 4 to 6 numbers.
And I have seen in businesses where every country has its own numbering like
DExxxxxx for Germany
IExxxxxx for Ireland
FRxxxxxx for France
Can these be mapped in SAP? If yes, how?

As far as sales , delivery and billing documents are concerned you can mark it as external and give in the alpha numeric also DEXXXXX etc .
But these same numbers if these have to be assigned internally we need to give the sequence and they will write the logic
For example as you said the numbering should be 08052008 . This you cant create in external number range also.For this you need to integrate with the ABAP'ers
you should try to give the logic
that your numbers should be starting should be date - month - year
USEREXIT_NUMBER_RANGE may help you

You need to use the User Exit for this - please see the SAP documention brief pasted below for reference.
USEREXIT_NUMBER_RANGE
Use this user exit to define the number ranges for internal document
number assignment depending on the required fields. For example, if
you want to define the number range depending on the sales
organization (VKORG) or on the selling company (VKBUR), use this user
exit.
The user exit is called up in the FORM routine BELEG_SICHERN.
