Dear Friend,
If you want to maintain the Incoterms then T code is OVSG if you want to define the incoterms for a csutomer then you can do it by XD02 in Customer masters .
you have to maintain them.
if you want to edit the incoterms for all the customers Use Tcode MASS and put the respective object and edit all.

INCO terms is maintained in the customer master in XD02. There is no particular transaction for INCO terms.
It is maintained in SPRO>Sales and Distribution>Master Data> Business partners>Customers>Billing document>Define Incoterms.
