in material rebate for acess sequence will i have to create a condition table or copy existing one.

It all depends on the business requirements.If your business tells that for material rebate it should have an access sequence which as an key combination of material only then you will go with material only

But if your requirements are matching to SAP standard then you can proceed with the same material rebate (either by copying or by using the standard)
