PO output is sending attachments that are flagged for internal use only

Hello we are on SRM 4.0 . When we have a PO that has attachments that we flag as internal use only (BBP_PDATT-INTERNAL_IND) and the PO output goes via email to the vendor, it is sending the internal attachment. Is this standard behavior? It seems like it should not send internal attachments.

The issue is in an SAP FM. I have sent an OSS message to SAP to fix the code error.
