In transaction sxmb_adm -> integration engine configuration -> specific configuration you can choose some parameters, for example RUNTIME LOGGING and TRACE_LEVEL. If you change this parameters, is a stopsap and startsap necesarry?

No need of Start and Stop the Server for any changes done in ADM

There is no need to start - stop the server. if changes are not reflecting just try to refresh the SLD cache.
