dont think there is a straighforward way of doing this
there are tables that you can see the notes in these start with
/1APO/F - try a wild card search in se16
these are anchored to the planning book itself
check report /SAPAPO/RMDP_NOTES_SE16_NEW
also check /SAPAPO/TS_NOTES_DOWNLOAD
you can download the notes into excel. So i assume you can use the same format to upload when you get to that point
you can probably use the funciton modules involved to develop a program to upload into the tables and format the excel sheet accordingly
check the report /SAPAPO/TS_NOTES_CONVERT_40 for some hints on the parameters involved
