Condition base value is maintained where ( For every condition type)

I found that one of the condition type is inactive even though that is the last condition type in the pricing . In condition type details i found that the condition type is inactive because the condition value is less than the condition base value. My doubt is Condition base value is maintained where ?

Condition base value is shown in sales order, when you double click on the condition type in item data->condition data but it is the

Alt cond base value feild which is one of the feild in the pricing procedure.

But you are telling that the cond value is less than the cond base value, i think you have maintained that condition type in a wrong step that is why it is giving that message
