Problem with internet Explorer 7 and CreateNonModalExternalWindow

When I open a window using CreateNonModalExternalWindow, the Internet Explorer 7 close the window automatlicly. somebody know why? This only happen when i use the window CreateNonModalExternalWindow and put the URL of an archive using the WebResource. If i use an URL to another web works fine also Whit Internet Explorer 6 works fine.

Note: When i try with Internet Explorer 7, the pop up filter its disable.

You have to set following settings:

Tools -> InternetOptions -> Security -> Internet or Trustet Sites -> Custom Level -> Downloads - set "Automatic prompting for file downloads" to “enadbled”
