1) You can write complex code by using SOAP toolkits available in market and combine them for making your business process using ABAP or JAVA if you are not using PI/BPM. But it would be quite complex.
2) When PI/BPM was not there, even ABAP was not mature enough to deal with different platform Web Services. With WAS =>6.20 , they started the concept of Proxies and Web Services.
