SAP System has status 'not modifiable'

Dear friends,
When i am trying to open abap report in change mode a dialog box with message "SAP System has status 'not modifiable'"
"Choose Dispaly or Cancel" is appearing and report is in display mode only .I am sure that no one has opened this report, Can any one tell me how to resolve this issue.

Hello Kishore
You are not on the development system but on your QAS or PROD system.
The changeability of the client (transaction SE03) has been set to "not changeable".
Thus, change your report in the DEV system and transport it through your system landscape.
