removing create new request in SE09

Is there any way to remove create new request option in SE09 Tcode.

We can delete the request in SE09.if the request is not released means.

Try removing activity 01 in auth object S_TRANSPRT.

Most customizing users will still need Create for request type PIEC, so this may not be sufficient. However, if you give them only Change, Display, Lock, Delete, Maintain, and Release for request type TASK, and Create, Change, Display, Delete, Maintain, Move, Copy for PIEC, this will allow your customizers to enter data into tasks already assigned to them, and to release their own tasks, but not to create requests or tasks, nor to release the overall requests.

Then, for your Customizing Administrator or Project Manager, give them most of the authorizations (all but Move, Import, and Remove, usually) for request types CUST, DTRA, MOVE, PATC, TASK, and TRAN. This will let them create transport requests in their own name, then create tasks in those requests and assign them to others. It will also let them release the requests once all the subtasks have been released.
