a) When is a Bill Of Material for a configurable material exploded?
b) Why is a BOM exploded twice if I create an order with reference to a billing document?
I was speaking to a senior colleague of mine and he advised the solution is that you have to instruct the system to copy subitems from the billing document but not to explode the BOM.
Your aim is to see that the system must not explode the BOM in the sales document (sales order / returns / credit memo request).
For this you have to make the following settings in customizing:
For this, define a separate item category that does not instruct the system to explode the BOM for the sales order that is created with reference (Transaction VOV7, table TVAP). The structural scope field must be set to SPACE.
In copying control, make the setting for the subitem that instructs the system to always copy the item (copying requirement 303).
Please let me know whether the solution works.

Bill of material for configurable material explodes when you maintain these settings:
- The item category has the setting scope of structure = 'D'.
- The setting BOM explosion = 'single-level' or 'multi-level' is required in the configuration profile.
- The relevance to sales must be maintained with 'X' in the BOM (on the 'Item detail: status/long text' view).
Regarding second part of your question, it involves research and I will get back to you.
