In a support role, If a new customer , new material has to be added to
the company, who creates it..USER or SD Consultant. Also who creates &
maintains the condition records for pricing etc..User or SD consultant.

SD consultants create the condition recorde then users will uses those records.

let me give you a broad idea, the transaction under sap easy access menu are meant for the enduser purpose. As consultant we need only do the configurations for which we use IMG screen.
Any master data, is supposed and is maintained by the business / user team. Perhaps if there is situation where a business adds regularly hundreds of products we as SD consultants need to provide business with a way to upload them either through an LSMW or a BDC program. The user will run the programs with the required flat files. Also remember incase of any production issues relating master data, we should only inform business on whats missing and they will update the required info with suitable data.

Hi,
Customer will be created by master data team. Each client will be having their own master data team who will take care of master data creation in Production server..
The same way for even materil and condition record..
I am talking about all in production server..
Only any config change reg customer, materil and conditon record that will be configured by sd consultatn in Devlop sever.

Ideally maintainance of any Master Data, such as Customer Master, Material Master, Condition record is the responsibility of the user, as they are the business owners & know the correct information. Consultant can only act as a guide or train the user.
It would be nice to confirm with the project manager also, as the scope of consultant work & terms & condition would be better known to project manager.
