Hi,
We are redesigning our portal due to performance issues and I am curious to know what is better performance wise: WebDynpro or PAR for applications in the home page?

par is just a container, not an implementation technique. You mean: is WebDynpro more performant than HTMLB/JSP/Servlet.
The answer is: NO. WebDynpro has its benefits, but its not known to be slim and fast.
With HTMLB and JSP/Servlet you have direct control of the HTTP request/response cycle. So performance depends on your coding decisions.
But when it comes to iView interop., theming, portability, MVC usage ... you gain a lot with WD4J.
So, as often in life: it depends ...
