this is not possible in standard. It can dealt something like a free goods condition where we actually 100 % discount to an item B on purchasing say 10 qty of A.
You need to develop new condition types for this purpose and new requirement to check for which combination of materials do you want to give 25 % disc. Because there is no place in standard where you can store condition records for this. If you use free goods then they will work only for the usage free which is not in your case. But these kind of retail level discount functionalities are better handled in IS- Retail than standard R/3 SD.
