May I know which tcode or table that I can view the whole list of ECCN and HTS maintain list?

Try this T-code :/SAPSLL/PR_CAT_DISPL
Its gives details of products assigned to ECCN's or HTS codes

teh tcode doesnt seem to work? is there any other choice?

This T-Code should work in GTS or else navigate to SAP Customs management< classification tab < display product catalogue for whichever numbering scheme you want.

Yes - use the Classification Work-List, Transaction /SAPSLL/PR_CLWB_CUS.
